Theft of cheques from Non-profit Organizations

Investigators from the Criminal Investigations Branch have concluded a lengthy investigation into the theft of 52 donation cheques initially sent to the following non-profit organizations during their 2018 fall fund raising drives:

Quinte Humane Society

War Amps

Ontario SPCA (Society for the Prevention of cruelty to Animals)

Belleville General Hospital Foundation

Gleaners Food Bank

Salvation Army

A bank also sustained a loss as a result of this fraudulent activity.

Between October 1st, 2018 and December 31st, 2018, it is alleged that the supervisor in charge of mailing operations at the Canada Post kiosk at Shoppers Drug Mart on Sidney Street, Belleville stole the cheques and deposited them into her personal bank account. The amount of the stolen cheques totaled $7795.00.

This also caused a significant disruption to the dozens of private citizen donors and their financial institutions as they struggled to compensate the donors for financial and tax refund losses.

On August 15th, 2019 investigators charged 28-year-old Britney McGuigan of Belleville with the following:

-Theft of Mail

-Theft under $5000.00 – 6 counts (one for each of the non-profit organizations)

-Fraud under $5000.00 - 7 counts (one for each of the non-profit organizations as well as a local bank)

McGuigan’s employment was terminated at the commencement of this investigation.

McGuigan will appear in court on September 19th, 2019.

The investigator in this matter is Detective/Constable Bill Madden who can be reached at bmadden@police.belleville.on.ca
