INDECENT ACTS

(Napanee, ON) -  A 31-year-old man from Brockville, Ontario has been arrested in connection with a number of incident acts in Eastern Ontario.

In 2015, the Ontario Provincial Police in Napanee and the Belleville Police Service began a joint investigation following two indecent act complaints that occurred on February 16th in the downtown core of Napanee and in Belleville on February 21st, 2015. 

At approximately 10:30 am on February 16, 2015 an adult female was walking eastbound, on the north side of Dundas Street approaching East Street, when the driver of a dark coloured Nissan four door, parked on the side of the street, engaged her in conversation. The driver spoke to the woman through the passenger’s side window and asked for directions.

When the woman approached the vehicle the male performed an indecent act.

On February 21st, 2015 a woman was walking north bound on the west side of Front Street in Belleville, just north of the entrance to the city parking lot south of the Quinte Living Center.  A male person in a dark vehicle that was parked on the west side of the street asked for directions.  The male performed an indecent act and the woman continued walking away. 

Earlier this month, with the assistance of the Gananoque Police Service, both agencies were able to identify and obtain an arrest warrant for a suspect who currently resides in Eastern Ontario.

Charged with two counts of committing an indecent act is Richard Gordon  KIRKLAND, 31, of Brockville.

KIRKLAND, who is facing a charge for a similar incident in Gananoque in 2016, was arrested without incident on Friday February 5, 2016.

KIRKLAND was held for a bail hearing in Napanee, Ont.
