Project Commuter - Media Release

On the 6th of December 2013, members of the Belleville Police Service executed 5 Controlled Drugs and Substances Act (CDSA) search warrants at various locations in the City of Belleville, and one in Mississauga.

"Project Commuter” was a year long investigation in to a criminal organization based in Mississauga Ontario that was conspiring to traffic crack cocaine in the City of Belleville. Police executed CDSA warrants at the following locations:

  • Canada Best Value Inn, 325 North Front Street and a motor vehicle
  • 46 Tracey Park Drive Unit 10
  • 17 Sinclair Street
  • 165 George Street Apt 15

As a result of the warrants police seized (391 grams/13.5 ounces) of cocaine valued at $54,740 dollars. A quantity of cash was also seized that is still being counted. The following people were arrested and charged with the following offences. The investigation surrounding Project Commuter is ongoing and police expect to make more arrests and lay further charges.

James Newland THOMPSON – 32 years, of Mississauga, ON

Charges:

  • Participation in Criminal Organization Contrary to section 467.11 of the Criminal Code of Canada;
  • Conspiracy to Commit Indictable Offence contrary to section 465(1) (c) of the Criminal Code of Canada;
  • Trafficking in a Controlled Substance contrary to section 5(1) of the Controlled Drugs and Substances Act;
  • Possession of a Controlled Substance for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substances Act;
  • Possession of Property or any Proceeds or any Property Obtained or derived directly or indirectly from the commission of an offence under the Controlled Drugs and Substance Act, contrary to section 354(1)(a) of the Criminal Code of Canada.

Lisa Marie BEHNKE – 33 years, of Mississauga, ON

Charges:

  • Participation in Criminal Organization Contrary to section 467.11 of the Criminal Code of Canada;
  • Conspiracy to Commit Indictable Offence contrary to section 465(1) (c) of the Criminal Code of Canada;
  • Trafficking in a Controlled Substance contrary to section 5(1) of the Controlled Drugs and Substances Act;
  • Possession of a Controlled Substance for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substances Act;
  • Possession of Property or any Proceeds or any Property Obtained or derived directly or indirectly from the commission of an offence under the Controlled Drugs and Substance Act, contrary to section 354(1)(a) of the Criminal Code of Canada.

Justin KING – 31 years, of Belleville, ON

Charges:

  • Participation in Criminal Organization Contrary to section 467.11 of the Criminal Code of Canada;
  • Conspiracy to Commit Indictable Offence contrary to section 465(1) (c) of the Criminal Code of Canada;
  • Trafficking in a Controlled Substance contrary to section 5(1) of the Controlled Drugs and Substances Act;
  • Possession of a Controlled Substance for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substances Act;
  • Possession of Property or any Proceeds or any Property Obtained or derived directly or indirectly from the commission of an offence under the Controlled Drugs and Substance Act, contrary to section 354(1)(a) of the Criminal Code of Canada.
  • Possession of Controlled Substance (Schedule II – Cannabis Marihuana), s. 4(1) CDSA

Ryan HINKS – 30 years, of Belleville, ON

  • Trafficking in a Controlled Substance contrary to section 5(1) of the Controlled Drugs and Substances Act;
  • Possession of a Controlled Substance for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substances Act;

John Michael HINKS – 57 years, of Belleville, ON

Charges:

  • Participation in Criminal Organization Contrary to section 467.11 of the Criminal Code of Canada;
  • Conspiracy to Commit Indictable Offence contrary to section 465(1) (c) of the Criminal Code of Canada;
  • Trafficking in a Controlled Substance contrary to section 5(1) of the Controlled Drugs and Substances Act;
  • Possession of a Controlled Substance for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substances Act;
  • Possession of Property or any Proceeds or any Property Obtained or derived directly or indirectly from the commission of an offence under the Controlled Drugs and Substance Act, contrary to section 354(1)(a) of the Criminal Code of Canada.

Brandon ROSS – 20 years, of Belleville, ON

Charges:

  • Trafficking in a Controlled Substance contrary to section 5(1) of the Controlled Drugs and Substances Act;

  • Possession of Property or any Proceeds or any Property Obtained or derived directly or indirectly from the commission of an offence under the Controlled Drugs and Substance Act, contrary to section 354(1)(a) of the Criminal Code of Canada.

Wanted a 52 year old female from Belleville, ON (still outstanding – to be identified once warrant is confirmed)

Charges:

  • Possession of Property or any Proceeds or any Property Obtained or derived directly or indirectly from the commission of an offence under the Controlled Drugs and Substance Act, contrary to section 354(1)(a) of the Criminal Code of Canada.

17 year old male from Mississauga, ON (His name is being withheld due to provisions of the YCJA.)
