Search Warrant, Arrest & Wanted Male

 

BELLEVILLE - A 23-year-old man from the Quinte region is being sought by police on human trafficking and a number of other criminal charges following an investigation by members of the Belleville Police Criminal Investigations Unit.

Officers investigated an incident in which a young woman was forced into the sex trade and held at an address for several days against her will. As a result and with the assistance of the Belleville Police Service’s Emergency Response Team, search and arrest warrants were executed at 18 Moira Street West on Tuesday, August 11 and two persons were taken into custody without incident: 

  • Breanna May GARRISON, 20, of Belleville is charged under the Criminal Code of Canada with Human Trafficking - Sect. 279.01(1); Forcible Confinement – Sect. 279(2); Material Benefit – Sect. 279.01; Exploitation – Sect. 279.04(1); Extortion – Sect. 346(1,1)(b); Living on the Avails of Prostitution – Sect. 212(l)(j); Uttering Threats – Sect. 264.1(1); Assault Causing Bodily Harm – Sect. 267(b)
  • Jesse David SCULLION, 22, of Belleville is charged under the Criminal Code of Canada with Human Trafficking  - Sect. 279.01(1); Forcible Confinement – Sect. 279(2) and Assault Causing Bodily Harm – Sect. 267(b) CC.

 

Both GARRISON and SCULLION were held for a bail hearing scheduled for August 12, 2014 in Belleville. 

 

 

An arrest warrant has been issued for Kadeem Truadian FRANCIS, 23, who is known to be living in the Quinte region, however investigators believe he may currently be in the Kingston area. FRANCIS is wanted on the following charges under the Criminal Code of Canada, including:

  • Human Trafficking - Sect. 279.01(1)
  • Forcible Confinement – Sect. 279(2)
  • Material Benefit – Sect. 279.01
  • Exploitation – Sect. 279.04(1)
  • Extortion – Sect. 346(1,1)(b)
  • Living on the Avails of Prostitution – Sect. 212(l)(j)
  • Uttering Threats – Sect. 264.1(1)

Police are asking anyone with information about the incident or his whereabouts of FRANCIS to contact the Belleville Police Service at 613-966-0882 or Crime Stoppers at 613-969-8477. (See picture of FRANCIS attached)

With regard to the investigation, more charges may be forthcoming pending further investigation.
