Update – Motor Vehicle Collision Involving Cyclist – No charges to be laid

On May 29, 2016 at 6:21 pm, the Belleville Police Service and EMS responded to a call of a pedestrian struck by a motor vehicle on Bell Boulevard in front of the Quinte Mall east entrance.  While on scene, police determined that, in fact, it was a cyclist that had been struck by a black SUV.

During the investigation, Bell Boulevard westbound was closed for several hours. On June 1, 2016, Belleville Police Service received information that the cyclist identified as Donald Victor Wayne STEPHENS, 33 years of age, of Belleville, Ontario, succumbed to his injuries at Kingston General Hospital.

Belleville Police Service Traffic Investigators are still continuing their investigation but based on numerous witness interviews, evidence obtained at the scene, as well as video footage from two local businesses of the collision, at this time, no charges will be laid against the 32 year old female driver of the SUV.

Update – Second Male Sought in Altercation at Golfdale and Pine Street 05 June 2016

On 05 June 2016 at 10:32 p.m. Belleville Police Service responded to a report of a fight and a stabbing on the roadway in the Golfdale Road and Pine Street area.

A 29 year old Belleville man found at the scene was taken to local hospital by EMS for medical treatment and later released with non-life threatening injuries. 

A 25 year old man who fled the scene on foot was located and apprehended in the area by responding patrol officers.  This male has been identified as Daniel Downer.  He was charged with Assault and Assault with a Weapon.  He was later released at his bail hearing with a court date of June 30, 2016.

Detectives with the Criminal Investigations Branch continued the investigation and determined that the 29 year old victim had unlawfully entered Downer’s residence, and an altercation took place involving a glass bottle. 

As a result, an arrest warrant has been issued for the 29 year old Belleville male, Kyle Hallissey, for Unlawfully in a Dwelling and Breach of Probation x 2.
