Project Industrious ? Takes Down GROW-OPS

(Belleville, ON) ? On June 16, 2009, at approximately 10:30am, police officers in Belleville, Brighton and Kingston executed 6 simultaneous Controlled Drug and Substances Act search warrants of suspected in-door marihuana grow operations.
As a result, Ontario Provincial Police (OPP), Belleville and Kingston Police officers, assisted by the Provincial Asset and Forfeiture Unit arrested one individual in relation the illegal operations and seized drugs and drug related property. An arrest warrant is outstanding for another person.
In the early months of 2009, Belleville Police Service received suspicious information regarding the suspicious sale and purchase of two homes in the City of Belleville. Project INDUSTRIOUS was initiated by members of Project Long Arm, the joint-forces drug enforcement Community Drug Action Team (CDAT), comprised of Kingston West DES members and Belleville Police Service Drug Enforcement Unit, the Ontario Provincial Police (OPP) Organized Crime Enforcement Bureau and OPP Detachments in Hastings and Prince Edward.
The investigation indicated the presence of illicit indoor-marihuana grow operations at the Belleville properties. With the assistance of the OPP Physical Surveillance Unit the investigation identified additional residences in Belleville, one in the City of Kingston and one in the town of Brighton. Each residence was primarily used as a grow operation and not as a home.
Project INDUSTRIOUS identified six residences that were operating as well as associations between various people, properties and vehicles. During the investigation, information revealed a Toronto area connection. Warrants were executed at four Toronto locations this morning. These operations are still ongoing. The information from these will be available later this afternoon.
Arrested and charged for production of marihuana, possession for the purpose of trafficking and theft of hydro is Bingzhi LIU, 37 of Oshawa (M). He was remanded into custody at a bail hearing yesterday in Belleville.
An arrest warrant for charges of possession for the purpose, production of marihuana and theft of hydro is outstanding for Peng ZENG, 39 of 75 Tracey Park Drive, Belleville (M)

The overall street value of the marihuana seized is estimated to be $10,000,000.
Equipment required for the growing of marihuana was seized from four of the residences:

    • high intensity lighting
    • Irrigation equipment
    • Ventilation equipment

This investigation is ongoing and police are anticipating further charges. Further information will be made available to the media at the conclusion of the investigation.
